Franklin Management will contract with the Legal Services of the Virgin Islands to develop and execute, a consumer needs assessment and strategic planning document. The work plan will include.

1. Consumer Needs assessment

a. Design a needs assessment questionnaire tool for client approval.

b. Interview 15 consumers

c. Analyze, data, and group themes based on participant responses.

d. Prepare a draft and final report

2. Review, analyze, and prepare a final reports.


a. Personnel policies and document.

b. Organization Bylaws review.

c. Board minutes review (two years).

d. Past strategic plan.

e. Review of succession planning documents or notes.

f. Donor giving tools, history, and patterns

g. Analyze, data, and group themes based on researchers’ observations.

3. Design, deliver, a satisfaction and historical overview tool, that collects feedback from board and staff.


a. One 15 - 20-minute interview tool

b. One organizational survey

c. Analyze, data, and group themes based on participant responses.

4. Design, develop, and implement a framework discussion on executive director succession planning.


a. Where does the organization envision itself in 5-10 years?

b. What kind of leadership qualities and characteristics will be needed?

c. How will those qualities impact the current institution?

d. How will that impact the current board and staff skill set

e. Is there a need to also examine other board job description and staff job descriptions?

5. Design, lead, and document, a one-day retreat


a. Design and submit an agenda for board and staff approval

i. Format

iv. Pre retreat homework questions

b. Design and submit tools for one-day board retreat.

c. Lead a one-day board retreat

d. Document and draft a final report for the board and executive director
